The solution lies in the Afghan people being left free. This means an end to occupation, leaving Afghanistan, and giving an opportunity to the government that was there before occupation, namely the government of the Islamic emirates, to restore the situation to what it was before, unite the country, strive to bring about stability, and ban drugs!… We are prepared to cooperate with the Islamic states and with the states of the world. The world must recognize us before asking us to be committed to anything.161

But there are Western and international demands to be met before a withdrawal, mainly disengagement between the Taliban and the al-Qaeda organization, and not allowing al-Qaeda to remain in Afghanistan.162
